The latest industry attention on Australia's cyclone reinsurance arrangements is a timely reminder that premium relief for strata schemes is rarely driven by one policy lever alone.
The cyclone pool was designed to reduce insurer exposure to cyclone-related losses in higher-risk regions, particularly across northern Australia.
However, for owners corporations and body corporates, the practical impact can still vary sharply from building to building.

For strata communities, the issue is not simply whether an insurer accesses cheaper reinsurance. Premiums also reflect construction type, building age, roof condition, claims history, exposure to storm surge or flood, and the quality of maintenance records. A well-managed apartment complex with clear valuations, current defect reports and documented mitigation work may present a very different risk profile to a similar building with unresolved water ingress, ageing services or incomplete asset information.

This is why resilience has been moving higher on the agenda. Reinsurance can help with market capacity, but it does not remove the underlying physical risk. If a property remains vulnerable to cyclone, wind-driven rain, flooding or delayed repairs, insurers may still price cautiously, apply higher excesses or limit appetite. In some cases, strata committees may also find that affordability depends on whether mitigation upgrades can be funded before renewal, not after a loss occurs.

The renewed debate also reinforces the importance of understanding what is actually included in a strata insurance policy. Cyclone, storm, flood, machinery breakdown, temporary accommodation, loss of rent, common contents and liability can each be treated differently depending on the wording. Committees should avoid assuming that a headline premium reduction means the overall protection is equivalent to last year's cover.

A practical renewal strategy may include:

  • checking that the building sum insured reflects current reinstatement costs, not market value;
  • reviewing recent claims and identifying preventable maintenance issues;
  • documenting roof, drainage, waterproofing and fire safety works;
  • asking how cyclone, storm surge and flood are treated under the policy wording;
  • seeking professional advice where the building has complex risk features or limited insurer interest.

For lot owners, the key message is measured rather than alarmist. Government-backed reinsurance may remain an important affordability tool, but it is not a substitute for active risk management. The schemes most likely to navigate a difficult market are those that can show insurers a disciplined approach to maintenance, transparent records and realistic replacement values before renewal discussions begin.
